Patricia has served the United Nations for almost 20 years at country, regional, and headquarters offices. Prior to Nepal, she worked at UN Women Colombia where she led efforts across the humanitarian, peacebuilding, and development nexus. Patricia has also served in Vietnam, Ecuador, and New York as part of the MDG Fund Secretariat, as well as in the Regional Office for Latin America and the Caribbean in Panama. Patricia is originally from Spain she is a feminist, and she holds a Law Degree and a Masters Degree in Human Rights and Democratization. She is a mother of two daughters.

Advisor to the Prime Minister on Environment and Climate Change Government of Nepal

Popular has over 20 years of experience in research, policy, program interface with a primary focus on climate change adaptation, natural resource governance, livelihoods, poverty reduction, gender equality and social inclusion – mainly with international development and research organizations. Popular has accomplished his PhD in climate change adaptation from Charles Sturt University in Australia, where he is also an adjunct research fellow from 2014 to date. From June 2023, Popular is serving as a Climate Change and Environment Advisor to the Rt. Hon. Prime Minister of Nepal. His research has been extensively published on topics including climate change adaptation, livelihoods, natural resource governance, poverty, and gender.
